Evaluating our anti-trafficking programme in Southeast Asia

By evaluating our programme in Southeast Asia, we aim to learn what works and how we can be more effective.

Our anti-trafficking programme in Asia aims to create systemic disruptions to human trafficking in Southeast Asia through private sector engagement and access to justice.

Launched in 2017, over the last four years the programme has worked with over 16 organisations in five different countries that focus on reducing the occurrence of human trafficking across Asia. The focus countries in the programme included Cambodia, Hong Kong SAR (China), Myanmar, Thailand and Vietnam.

The programme was one of Porticus Asia’s first multi-project programmes, and our first programme in the area of human trafficking. To ensure that our work is having impact and that we are focused on the right interventions, we asked Lighthouse Partnerships to conduct an independent evaluation of the programme.

Through a thorough evaluation process and interviews with our partners and other stakeholders, Lighthouse Partnerships presented 4 key recommendations to improve the impact of our programme.

The recommendations include:

  • Better recognise and seek to understand the complexity of systems change
  • Prioritise and support learning and adaptation
  • Strengthen and expand strategic partnerships
  • Adopt and embed a person-centred approach to systems change

These recommendations have been agreed to and will lead to improvements in the programme such as:

  • Ensuring that there is increased participation of trafficking survivors and activists in the design of our programme
  • Investing more in learning, including the inclusion of monitoring, evaluation and learning experts early in the programme design process
  • Focusing on strengthening relationships with organisations led by people with lived trafficking experience

For a full list of the improvements we are committed to, please download the management response and a summary of the evaluation report below.
